60. The NISP specification generally identifies a single standard or group of interdependent standards for each service. In some cases, however, the Working Group agreed that it would be appropriate to specify multiple standards that progressively add functionality (e.g. HTML, XML and SGML). In such cases a primary standard is identified (HTML in this example) and must be supported regardless of whether any other standards are implemented.
